Shelia Oubre Promoted

FORSYTH, Ga. – The Georgia Department of Corrections (GDC) Interim Commissioner Timothy C. Ward announced the appointment of Shelia Oubre to the Office of Professional Standards (OPS) as deputy director of compliance effective January 16, 2019. In this role, Oubre will assist with the management of the agency’s Compliance Unit including the Prison Rape Elimination Act, audits and American Correctional Association (ACA) accreditation, policy administration, and the Americans with Disabilities Act.

“Oubre has worked with the department for 25 years and during that time she has proven herself to be an invaluable member of the agency,” Ward said. “Her experience allows her to bring a wealth of knowledge that will benefit OPS and her team.”

Oubre joined the department in 1994 as a correctional officer at Metro State Prison (SP) after serving ten years in the United States Army as a military police officer.  During her tenure at Metro SP, she served as sergeant, lieutenant and unit manager. In 2006 she was promoted to the first of many assignments and has served as superintendent at West Georgia Boot Camp, deputy warden of security at Phillips SP, warden at Phillips, Dooly, and Baldwin state prisons, warden at Burruss Correctional Training Center and special projects manager for Facilities Division. Since 2016, Oubre has overseen the ACA accreditation process for all state prisons, centers and treatment facilities. 

Oubre earned a degree in criminal justice from Kaplan University and has completed the following departmental training:  Basic Correctional Officer Training, Basic Management Training, Mental Health Training, Fire Inspector Training Course, Senior Drill Instructor Course, Post Instructor Training Course, Professional Management Program, Correctional Leadership Institute, Warden’s Pre-Command and Hostage Negotiation Training.  She serves as an Auditor for both the National Institute of Corrections and the American Correctional Association and is a member of the Association of Women Executives in Corrections, American Correctional Association, and Compliance and Accreditation Managers Association, where she serves as director of the Southeast Region.
