New Southeast Regional Director Named

Annettia Toby Promoted
FORSYTH, Ga. – Georgia Department of Corrections (GDC) Commissioner Tyrone Oliver announced the promotion of Annettia Toby, Warden at Hancock State Prison (SP), to Southeast Regional Director, effective July 1, 2023. Toby will oversee the daily operations of 16 state facilities in the Southeast Region.
“Annettia has been an invaluable member of the GDC team for more than 25 years,” said Commissioner Oliver. “We are confident that our mission, vision and core values will be at the forefront as she leads the SE region with her unwavering dedication, commitment and correctional knowledge.”
Toby began her career with the GDC as a Correctional Officer at Telfair SP in 1997. She was promoted to Sergeant March 2001 and Lieutenant 2003. In 2007, she was promoted to Unit Manager. In 2010, she was promoted to Deputy Warden of Security at Johnson SP. Toby returned to Telfair State Prison in 2012 as Deputy Warden of Security. In 2014, she was reassigned to Rogers SP as Deputy Warden of Security. In of 2016, she was promoted to Warden at Hancock SP where she currently serves.
Toby holds an Associate in Criminal Justice from Southeastern Technical College, a Bachelor’s in Criminal Justice from Kaplan University and a Master’s in Justice and Administration from University of Phoenix. Her departmental training certificates include: Basic Correctional Officer Training, POST Instructor Training, Correctional Leadership Institute and Warden's Pre-Command.
