New Superintendent Named at Clayton Transitional Center

Norman L. McCard Reassigned
Forsyth - Georgia Department of Corrections Commissioner Brian Owens announced the reassignment of Lester McCard as Superintendent of Clayton Transitional Center effective October 16, 2013. The facility is located in Forest Park, Georgia. As Superintendent, McCard will be responsible for overseeing 55 staff members and 351 minimum security male offenders.
"Norman is a dedicated employee who has excelled through the ranks during his career with the Department," said Commissioner Brian Owens. "His 24 years of experience will be beneficial to the staff and offenders at the Clayton Transitional Center."
McCard began his career with the Department in 1989 as a Correctional Officer at the Georgia Diagnostic and Classification Prison (GD&CP). While serving at GD&CP, McCard was promoted to Sergeant, CERT Team Commander and Unit Manager. In 1998, he was promoted to Superintendent of the Griffin Diversion Center. From 1999-2013, he served as Superintendent at J.C. Larmore Probation Detention Center, Clayton Detention and Transitional Center, Phillips State Prison and Phillips Transitional Center, where he most recently served.
McCard completed Basic Correctional Officer Training, Professional Management Program and Corrections Leadership Institute. He is currently pursuing a Bachelor's degree in Criminal Justice from Thomas University.
The GDC has one of the largest prison systems in the U.S. and is responsible for supervising nearly 60,000 state prisoners and more than 160,000 probationers. It is the largest law enforcement agency in the state with approximately 12,000 employees.
