Carl Franklin to Serve as Secretary

Forsyth - Georgia Department of Corrections Board of Corrections elected Carl Franklin as Secretary of the Board on January 2, 2013.

Franklin, of DeKalb County, was appointed to the Board by Gov. Sonny Perdue in February 2007 and reappointed by Gov. Nathan Deal in January 2013 to represent the Sixth Congressional District.

"Carl has been an integral part of our Board," said Commissioner Brian Owens. "His wealth of knowledge and experience continues to strengthen our Board."

Franklin is the owner of Franklin Jewelry Connections of Dunwoody. His work experience includes Private Investigator at the Pinkerton National Detective Agency; Employment Counselor and Community Relations Coordinator at the Department of Industrial Relations, State of Alabama; and Equal Employment Opportunity Investigator and Regional Director of Civil Rights at the U.S. Department of Labor. He is a member of the Atlanta Association Chapter of the U.S. Army, Committee for the City of Dunwoody, Judicial Watch, National Association for Gun Rights, National Rifle Association, U.S. Selective Service Board, and Dunwoody Police Task Force to name a few. Franklin received his Bachelor's degree from Alabama State University and his Master's degree from the University of Montevallo. Franklin served the U.S. Army and received an Honorable Discharge. He and his wife, Jackie, have one daughter, Lisa, and a granddaughter, Layla. He is a member of Rivercliff Lutheran Church in Sandy Springs Georgia.

The Board of Corrections consists of 18 members, one from each congressional district in the state and five members at-large. Board Members are appointed by the Governor to staggered five year terms. The Board develops rules governing the employees under its authority and the offenders coming under the Department's custody.

The GDC has one of the largest prison systems in the U.S. and is responsible for supervising nearly 60,000 state prisoners and over 160,000 probationers. It is the largest law enforcement agency in the state with approximately 12,000 employees.
